Review and update of the Uganda ICT CFT

This project was implemented by Eight Tech Consults Ltd (www.8technologies.net) on behalf of the UNESCO Office in Nairobi under the ICT Transforming Education in Africa initiative. It aimed to guide the review and update of Uganda’s 2016 ICT Competency Framework for Teachers (CFT), ensuring alignment with global best practices, regional trends, and Uganda’s current Competency-Based Curriculum (CBC). The study forms part of Uganda’s broader digital education reform agenda, seeking to enhance teacher readiness for ICT integration in pedagogy.

Objectives

The overall objective of the study was to provide evidence and guidance for developing a modernized, contextualized ICT Competency Framework for Teachers in Uganda.

The specific objectives included:

  • Identify and analyze global ICT competency frameworks.
  • Evaluate regional and national ICT teacher frameworks.
  • Benchmark Uganda’s ICT CFT against global best practices.
  • Assess policy alignment and implementation barriers.
  • Develop recommendations to update Uganda’s ICT CFT.

Tasks completed

  • Conducted an in-depth desk review of ICT frameworks from international, regional, and national contexts.
  • Benchmarked Uganda’s 2016 ICT CFT against UNESCO ICT CFT, DigComp 2.2, and others from Ghana, Rwanda, Tanzania, Zambia, Zimbabwe, UK, Finland, and Norway.
  • Assessed Uganda’s digital policy landscape including the National Digital Skills Framework, ICT in Education Strategy, and MoES digital agenda.
  • Thematically analyzed teacher digital competencies, training, curriculum alignment, certification models, and infrastructure gaps.
  • Identified global best practices and key gaps in Uganda’s current framework.
  • Developed practical and structured recommendations for CFT revision.

Output

  • The review produced six thematic output areas:
  • Synthesis Report on global, regional, and national ICT CFTs with best practices and applicability to Uganda.
  • Comparative Benchmarking Matrix comparing Uganda’s framework against UNESCO and DigComp 2.2 standards.
  • Gap and Policy Analysis outlining critical misalignments and implementation challenges.
  • Recommendations Document addressing structure, content, and implementation strategy for the revised Uganda CFT.
  • Guidance Notes on integrating the CFT into pre-service and in-service teacher training.
  • Framework Design Inputs for a revised ICT CFT aligned with the Competency-Based Curriculum and modern digital demands
