This project, commissioned by Financial Sector Deepening Uganda (FSD Uganda) in partnership with the Personal Data Protection Office (PDPO) and NITA-U, aimed to design and develop a comprehensive curriculum for a Data Protection Academy. The initiative supports the implementation of the Data Protection and Privacy Act 2019 by equipping professionals with the necessary knowledge and skills to foster compliance and best practices in data protection and privacy across Uganda.
The overall objective of the assignment was to design and develop a comprehensive, modular, and inclusive curriculum for a Data Protection Academy under the Personal Data Protection Office, to build national capacity for compliance with the Data Protection and Privacy Act 2019.
The specific objectives included:
- Review the Data Protection and Privacy Act 2019, associated regulations, and the PDPO Training Needs Assessment (2022) to identify training requirements that foster compliance.
- Review existing data protection and privacy curricula from local and international institutions to benchmark best practices and identify gaps.
- Develop a modular curriculum with rationalized subject matter, ensuring logical sequencing and consistency aligned with the Act’s requirements.
- Propose differentiated course delivery methods and assessment forms, including adaptations for learners with special needs.
- Integrate practical, project-based learning and action research techniques to promote lifelong professional development and reflective practice.
- Produce detailed syllabi, instructor guides, assessment guides, and user orientation manuals for each approved course.
- Engage stakeholders throughout the process for input, validation, and capacity building.

- Conducted a comprehensive desk review of legal frameworks, existing curricula, and training needs.
