Inclusive ICT for Persons with Disabilities Programme

Eight Tech Consults Ltd, in partnership with the National Union of Disabled Persons of Uganda, implemented a national digital inclusion programme aimed at improving ICT access, digital skills, assistive technology awareness, and e-service access for persons with disabilities in Uganda.

Funded through the Uganda Communications Commission under UCUSAF, the programme addressed key barriers that limit participation of persons with disabilities in education, employment, entrepreneurship, and digital service access.

Eight Tech Consults led the design and deployment of inclusive digital platforms, conducted nationwide research, supported digital skills development, and strengthened institutional capacity among disability organisations and district unions.

What We Delivered

Eight Tech Consults designed and implemented the National Digital Observatory, including web, mobile, and USSD platforms to support registration, information sharing, service access, data visualization, and stakeholder collaboration.

The project also included development of the ICT4PWD programme website, 30 District Union websites, accessible digital learning content, digital skills curricula, assistive technology training, innovation hackathons, stakeholder engagement, and policy support.

Through nationwide baseline and endline studies covering more than 2,100 respondents, the programme generated evidence to guide inclusive ICT planning and decision-making.

Impact

The programme strengthened digital inclusion for persons with disabilities by improving access to technology, online services, digital information, and assistive tools. It created a centralized platform for registration, service delivery, counselling, innovation profiling, collaboration, and data-driven decision-making.

By combining research, technology, training, and stakeholder engagement, the initiative contributed to Uganda’s broader digital transformation agenda while promoting a more inclusive digital economy.
